You might remember a certain console’s ‘always-online’ policy, which was – how shall I put it – not particularly popular upon announcement. Whether you believe the future is going fully digital or not, the success of Microsoft’s Xbox Live Compute service pretty much depends on that fact, and so it’ll primarily target the users it knows to have an internet connection, at launch at least.
